Prisoners 'Release on Temporary Licence' scheme. 4334 Creative Learning in Prison (CLIP) We are currently looking for charitable organisations that would benefit from some additional voluntary help in the form of prisoners on our Release on Temporary Licence (ROTL) scheme. All prisoners that are approved for such placements in the community are subject to thorough risk assessment and have to meet a certain criteria before progressing - it is not a scheme that is accessible to all prisoners as some will not be risk assessed as suitable. The Release on Temporary Licence scheme consists of three stages and prisoners are reviewed at the end of each stage, the whole progression takes place within the final 6 months of a prisoner’s sentence (referred to as the “resettlement window”) Voluntary placements are stage 2 of the scheme whereby the prisoner is permitted to leave the prison unaccompanied each day (usually by cycle) to undertake an unpaid work placement in the community. Voluntary placements are usually for a minimum of a 2 week period and hours are Mon – Fri between the hours of 07:45 & 17:00. There is a requirement for us to have a named supervisor at the placement and prisoners are not permitted to work on their own. They sign up to various conditions as part of their licence. Each proposed placement is risk assessed and a contract signed between the charitable organisation and the prison. We try to match prisoners to placements according to the tasks required and their individual skill base. The prison undertake site visits and offer support to the placement as and when required. These placements provide labour to organisations but also provide the prisoner with an opportunity to demonstrate a work ethic, develop routine and increase skillsets making them ready for the paid labour market. The final stage of the ROTL scheme is paid employment with the intention of this employment being maintained through the gate on eventual release into the community.
